The common term used in the industry is DOE approval for a generator set. However, under the current Environmental Quality (Clean Air) Regulations 2014, the correct process is known as Written Notification.
For generator sets, the relevant form is:
AS/PUB/N-JANA — Written Notification on Air Emission Sources (Generator)
This form is submitted under Regulation 5 of the Environmental Quality (Clean Air) Regulations 2014.
In simple terms, before installing a generator set that may create an air emission source, the owner or occupier must submit a written notification to DOE/JAS.
The written notification must be submitted at least 30 days before the commencement of work.
This means the DOE/JAS submission should not be done after the generator has already been installed. It should be prepared during the planning stage, when the genset layout, exhaust design, acoustic treatment, and ventilation arrangement are still being finalized.
Early submission helps avoid unnecessary delay, redesign, or compliance issues later.
In generator rooms, early planning is especially important because the Genset Room Noise Control system must work in conjunction with the ventilation and exhaust arrangement.

Generator sets are noisy equipment. Noise can come from the engine body, radiator fan, air intake opening, discharge opening, exhaust outlet, and vibration through the structure.

The penalty may include a fine not exceeding RM100,000, imprisonment for up to two years, or both.
